New Video Controls Only Display When Hovering

I'm loving the new video control features released yesterday, but I've noticed that the control bar is only visible when the mouse is hovering over it when published. Is there a way ...
So hovering to show the volume controls, only to have them vanish when you go to adjust them, is the intended behavior?
