This type of behavior, where the content will pause if the browser tab is inactive, is actually a behavior determined in the browser you are using rather than in Storyline or Moodle. Some browsers (like Chrome, Edge, Safari) have auto-pause policies for background tabs. In that case, you might try out testing your course in Firefox to see if the course advances when another browser tab is active.
