Hi Debbie and welcome to the community!

If you're looking for a quick and responsive option, one of the templates in Rise 360 might be a fit. There are two currently that touch on privacy topics: Protecting Patient Privacy for the healthcare field and Information Security Basics related to information privacy. Depending on what aspect of privacy you're developing e-learning on, one of those may work as a starting off point. Or you could also adapt one of the other Rise 360 templates if another one is closer to the structure you were thinking of for this course.

If you're looking for more interactivity, you might want to browse through the Storyline template downloads. While I wasn't able to find anything directly related to privacy there, there are a number of course templates there that could be quickly repurposed for privacy content.
