This is usually because Articulate's screen recordings are published with fixed frame rates and compression settings that can't be changed. This means that motion, like mouse movement, is lost during export. One way to get around this is to export the raw screen recordings separately (using Replay or Storyline's media library), then put them back in as regular video files before publishing. You can also use Replay instead of Storyline's direct MP4 export to publish at a higher frame rate, shorten the length of your slides, or break longer recordings into smaller clips. This way, the original capture's smoothness is kept.
