Publishing course with quiz to Absorb
Yes, it is only happening when we upload to Absorb. I think the solution is to manually set the SCORM status to a variable at the end of the course that says if someone fails the exam, the course status will still be marked as complete in the LMS. That is the issue; it doesn't mark it complete with a failed grade. The learner cannot move to the next module because it shows in the process. I appreciate your help.

If that's the case, you can try testing how your course behaves in your LMS using different learning standards. You can check out this article for more information:
Alternatively, if your course is not dependent on scoring, you can use a complete course trigger to mark your course as complete:

Based on the articles you sent me, I decided to publish it XAPI. The article said:
"XAPI is the latest evolution of SCORM. It’s moreversatile than other LMS standards. When you publish xAPI courses in Storylineand Studio, you don’t choose a reporting option, yet your LMS can still trackcompletion and success. So there’s no guesswork or trial and error. If your LMSsupports xAPI, we recommend it as a top-tier option.
Absorb accepts XAPI. However, when we select "exit course", it doesn't do anything. See the screenshot below. I also attached the Result slide from Storyline 360.
We need the following to happen:
1. Show it is complete once they reach the result slide, regardless if they failed or passed.2. Provide a score in the LMS.3. Let the learner continue to proceed with the curriculum if they fail.
***NOTE: This course worked in Halogen LMS for the last 4 years. The problem started when we switched it to Absorb LMS.****

Can I ask if you've already reached out to the support team of Absorb LMS to report the behavior you're experiencing? If your course works fine in Halogen LMS and SCORM Cloud, there's a chance that the issue is LMS specific, and having the support team of Absorb LMS take a look at the behavior is a good way to get an extra set of eyes on the issue.
