Reach 360 is currently designed to cater to the LMS needs of a single organization. It looks like you need an environment where you can customize the appearance of the access pages for multiple organizations based on your requirements. There isn't a way to do this right now outside of customizing the courses' appearances to match your clients' design and branding, but it sounds like it would make a great feature request!
