So...not sure where this advice is coming from, but responsive design generally refers to how a module adapts to different screen sizes and types. Storyline has built-in adaptability for this, with very basic but effective controls you can manage. Not sure why it is being dismissed over Rise, since it's plenty responsive. Unless you're referring to responsiveness more broadly, which can also be done in Articulate with clever design and variable 'coding'.
