As others state, Articulate Storyline is not responsive. In Rise you can make responsive content, but the customization options are limited. Both Captivate and ELB Lectora can create fully responsive content. As i come from the same background as you...im sure you will love Lectora. As it uses pure HTML and CSS for everything, and is completely customizable.
PS. Alhough you cannot create responsive content in Storyline, you can make mobile content with it. Forcing you to create 2 projects, 1 for desktop and 1 for mobile, but that way you can create versions for all devices. With the limitations Storyline has though...
