Resume not starting where left off

The "Automatically decide" setting in the image you provided is in Slide Properties. It only impacts what happens when the user revisits the slide with that setting. You can find details about that here: Slide Properties in Storyline 360 - E-Learning Heroes (articulate.com)
When a user exits a course that's in an LMS or LRS, the program stores the appropriate suspend/resume data in the LMS/LRS. When the user resumes the course, the program can use that data to show the course as it was when the user left it.
Whether or not a course will resume when a user re-opens it depends on the settings in the Player.
