Hello, I wanted to know if it is possible to modify the name of the URL that is generated in a RISE content.

The Share link URL cannot be modified, and the title you see in the browser tab should match the title of the course, shown below:
If you simply want to shorten the URL, you can try Googling free URL shortening tools. These tools allow you to insert your link, and provide you with a shortened link that redirects to your content.
