As Karl mentioned, Rise 360 is simply an authoring tool.
The system you plan to implement is best explored in an LMS, where you will be hosting your courses.
I know some platforms offer a delivery date feature that can make courses available at a certain date.
So while Rise 360 can't block access to lessons in a course, you can create individual courses out of each lesson and upload them separately in your LMS. Then if the feature to unlock course access by date is available, you can make each successive course (i.e., lessons) available at a certain time.
