The most important thing to do is to plan carefully. Get a few blank sheets of paper and map out how the scenario plays out. Start by mapping the best path first. Leave yourself plenty of room on the left and right of the best path to add branches. This reflects the correct responses to each prompt.
Then consider what the other paths could be. In some cases, the learner may select from a "Good-Better-Best" set of responses, or they may select from a "Bad-Neutral-Good" set of responses. Map these out by adding them to the best path.
You may need to consider how to get the learner back on the best path after selecting an incorrect choice. For example, if the group is all angry, what can be done to return the group to a normal state so that you can move on to the next prompt. You could offer them another chance to respond to the prompt. Or you could provide feedback about their selection and then jump to the best path.
I did one a scenario that had a fatal choice, that, if selected, the learner failed the course and had to retake it.
The hardest part is the planning, right down to the onscreen text, audio, and description of the character's reaction to each prompt response. Building it is fairly straight forward.
