Sidebar allows user to skip to the next section without completing previous content...

The course I am working on has several video sections with a quick True or False review question at the end of each. It is setup to prevent skipping content and each section is conditioned to finish the video before moving forward. Everything works according to plan except one of the sections isn't behaving. Although the continue button is disabled, you can simply click the link in the sidebar and go straight to the review question. It is setup the same as the others yet, even though I have tried everything I can think of to resolve the issue, it persists. I'm at my wit's end, any suggestions?
