Storyline 360 - Best Practice for Dialog Layer Tab/ Focus Order

Please see the attached image of the dialog layer.  What would be the best practice for the focus/ tab order of a dialog layer? My preference would be to have the learner review the content and ...

Back and Next and close should be at the end, nav should always be last

Not sure it needs the image of the ID in the focus order
