I have the latest update Build 3.47.23871.0. I've been producing video from screen recordings for some time and don't remember seeing this issue until recently.
I can provide a Storyline file and example published video if that would help (subject to client approval).

Thank you for sharing these details! With Pat's project, I was able to export the audio files and then import them into a blank project. Lastly, I copied the slides into the new project.
Would you mind trying these steps? If you still see an issue with the volume, it would be helpful to look at the .story file.
