Hello!
I've run into this issue and discovered that files that include punctuation in the file name will not open from the Resources tab.
At first only the accent marks used in our French and Spanish resources were causing this problem, but more recently ANY type of punctuation started rendering the file unusable.
Just an idea for those who may still be challenged with this one! :)
Wouldn't have thought about punctuation, trying that now, thanks!
