Storyline SCORM integration on Blackboard Issue

Hello!

I have created several Storyline 360 SCORM lessons and loaded them into Blackboard Ultra.  Administration (using instructor permissions) and students can access the files, but when I enroll faculty (with facilitator permissions)  in the course, they cannot access the lessons.  They can see the SCORM files in the gradebook, but when they click on the lesson, it does not open.  Any idea why?  I am new to Articulate and the only ID in my company.
