Hi, Charles.
The Zoom Region function should work for screen recordings, inserted videos, and even embedded ones. I just tried this on my end, and the option was available.
Can you try clicking the object (video) on the timeline to see if you can access the Zoom Region option from the Insert menu on the ribbon?

Hello Maria, Thanks for that reply. My video exists on a separate layer on a slide and when I select that layer the zoom region is grayed out. I also tried just selecting the object video on the timeline same results. Any thoughts?

Hello Maria,
I moved everything to the same layer now the zoom region is available for my video. Yay!

You can only zoom the slide and not a layer

Thank you! Something I noticed when trying this on a slide that has an imported mp4 file. The zoom region function is grayed out but on a slide that does not incorporate an mp4 it is not.
