Storyline won't let me publish my file -
the error reads - folder is read-only or being used by another process or you don't have proper permissions?
this has not happened before.

The folder name in the message is based on the title of your course. There is something in the title that is interfering with the publishing process.
I had a similar problem. This has to do with the recent update, which includes no longer putting "- Storyline output" at the end of the folder name for the published course. However, that means that other characters in the title might mess things up.
- In my case, the project's title ended in three periods (...). When I removed those, publishing worked just fine.
- In other cases I saw, the titles had a space at the end. Removing that space fixed the problem.
- There may be other special characters (possibly "&") that might interfere.
So edit your title and that should fix the problem.

I'm sorry you're having a publishing issue! Can you verify if your file is saved on your local drive? Here are a few tips you can try:
- Save a copy of the file to your desktop and rename the file. Then try to open it.
- Next, open a blank project file, then choose File->Import->Storyline to import the slides. Then try to open it.
