Table in Rise 360 - no toolbar
I've been using Tables in Articulate Rise for years without issue, however I'm now having the same problem as you. The table toolbar is not appearing in any of my tables - both existing and new ones and across different courses.
Sorry to hear that Jeanne 🙁! I just had the one small 3x2 table to adjust and kept trying periodically probably 50 times. Finally, one of the tries worked. I won't be using table again. I hope yours straightens out.

I am having this same issue 4months after this original post. I originally thought it was due to trying to add/amend a table in a previously created course - however it is also happening when creating a new table - either by using insert table or using the table available in the block library. I have tried every trick in the trade including those mentioned and still unable to get the toolbar to appear. Super Frustrating! anyone else have any solutions posed directly from Rise?

I'm sorry to hear the formatting toolbar is not appearing in Rise 360. That shouldn't be happening!
Testing the behavior on my end, with Google Chrome, the toolbar appeared as expected, when highlighting multiple table cells. Are you experiencing this issue across all supported browsers? Also, does clearing your browser's cache make any improvement?
