We also found that through the clients TalentLMS settings, embedded did not
work but the pop up setting opened in a new browser and allowed him to
resize the course.
Was that setting for the LMS mobile app or for a browser? I haven't seen a way for the mobile app to launch in a new browser.

Ah, ok. With the TalentLMS app, these setting don't help. So if the client views it with the mobile app they will still have the scrolling issue with courses published with the latest build of Storyline3.
