By default, Storyline 360's Player navigation settings, and playback speed are enabled on all Slides. This is the expected behavior, unless the author disables those options within Slide/Player Properties. However, the playback speed button appearing after you've disabled it should not be happening.
Are you working with, and saving your .story files to a network drive? Authoring directly from a cloud drive may introduce unexpected behavior such as this. If the behavior persists, and a repair of your Storyline installation doesn't improve the issue, please connect with our team through a support case.
