I tried placing a hotspot covering the video controls of a video to prevent myself from being able to click on seekbar, and I can confirm that this worked in preventing me from fast forwarding through the video. This did, however, prevent me from accessing the full screen button of the video. I've attached a sample file that I used for testing, and here's a link to the sample published output.
You mentioned placing a transparent shape on top of the video controls that still allowed you to enter full-screen mode. Would you be willing to upload a copy of your project file here or in private by opening a support case so we can review your project file? I'll delete it as soon as I'm done testing it.
