Video slide not resuming properly

I have a bunch of courses that I'm building that all have lengthy videos (2-6 videos from 15-30 min each in each course). I want users to be able to "save" their video place should they get called away from training. When coming back, I want them to be able to go to the video where it left off. Normally, menus and seekbars are restricted, so I'm trying to avoid a user having to re-watch part of a video (which could theoretically be 15 minutes).

I created a save icon on the video slide (and also set settings to "resume saved state") that sends the user to a new slide and then it has two buttons (resume and exit). During testing, if we just refresh the screen, it starts the video over when we click Resume. It works as intended when resuming and exiting straight away though.

Does anyone know WHY this is happening? 

I'm attaching a very short/simple version of what I'm talking about. Any help is greatly appreciated.

      The slides with videos each have just one video and nothing else.

      Oh, and I was told that it was not functioning as expected (a bug).

    I suppose that works, but I've always avoided having excessively long slides, especially with video. They result in very large files.

    When I do something like this, I break them up into separate slides of about 1-minute each. Then the user can quickly jump (via the Menu on the left) to the exact (labeled) spot without having to scrub through large videos.
