When does Storyline report scores to Rise, and when does Rise report scores to the LMS?

As Phil said, a Rise user only needs to view the block--wherever it is in the course.
Rise can only track via one SL block. In other words, every user would need to complete the indicated block to successfully complete the Rise course.
