Why do some files publish with a start page and others don't?

"CopiedOver" has audio on its first slide. Nowadays, browsers often require the user to click a Play button to indicate that it's okay to play the audio (or video).
Your "FromScratch" file doesn't have any audio or video on its first slide. That's why the Play button doesn't appear.
