Intelligent Test: only questions on incorrect practice questions
It's possible in Storyline. You could use T/F variables to track what topics the user has to review. Those same variables could also determine what questions the user has to answer at the end.
It would require lots of triggers with conditions to ensure the user finishes all required topics. If you want all the questions presented at the same time, you'd also need conditional triggers so the user only sees the questions associated with the required topics. An easier option would be to present the questions for each topic at the end of the topic/scene. Only steer the user to the Results slide after they have completed all the required topics. And have the Results slide set so it only scores viewed questions.

BTW, since it's possible someone might answer all of the questions correctly on the pre-check, you could set the the course to track via the Pre-Check and a Final Assessment. See PRIMER: Pretest in a Storyline Course | Articulate - Community
