NASBA compliant nano learning in Rise?

Hello Friends! I can't seem to get the right settings in Rise to create a NASBA compliant nano learning course in Rise, which needs the following:

• final assessment consisting of 2 questions
• final assessment that requires 100% score for completion
• if less than 100%, the course resets and learner must retake the course and not be allowed to skip forward to the assessment

It's the last bullet point that I can't figure out. Anyone successful in building a course with these requirements in Rise? Any help would be appreciated.
