Hi Miguel! It is true that this specific example does not include any videos or quizzes, but those features ARE available in Rise and could certainly be added to your course, if you so wish :)
Yes you can publish the courses as local, packaged files for SCORM, AICC, Tin Can (xAPI) or simply for the web.
