Controlling Learner Access

I have a few courses that I would like folks outside of my organization to take. I have the self-registration feature open and when learners request access I share the URL for the course with them. However the URL can then be used and shared with anyone. I want to be able to control who takes the class and only want the URL to be used one time. Im note sure how to deal with this. I can only think of 2 options both of which are not current features. 1) create unique URLs for each person or 2) allow me to pre-populate the course with the learners who I want to give access to. I know this is a feature but only for folks who already have accounts. I am wanting to add folks before they have established an account.
Maybe there is another way for me to manage this. Open to any work around ideas.
