My client requires HTML5 output for their course. My question is can I create a 508 compliant course, using alternative text and keyboard navigation when the output will be HTML5?
Okay, but will my end users have keyboard accessible content if published by SL2 to HTML5 using the latest version of SL2? I am focusing on SL2 content published to HTML5 being keyboard-accessible. Is this an unknown, do-able, impossible?

I'm not following your question. Have you tested this?
In this comparison chart, keyboard shortcuts are not supported in HTML5 either if that's what you are asking.
