Our client needs their output to be mobile-friendly (HTML5) and meet 508 requirements. It's my understanding that we cannot do both with Storyline or Studio '13. Does anyone have an approach they recommend for achieving both HTML5 and 508-compliance?
There are so many points/achievements on the 508, which specific one you encounter with problem? You have to deal the 508 one by one to meet the standard right?!
We just tried creating a 508 compliant course and ended up providing an PDF alternative. It wasn't our ideal solution, but we felt that it would have been to much of a frustrating experience for a user because we really couldn't control the tabbing and could not put any alt text on the menu items.

The client wants to meet the Priority 1 and 2 requirements so a LOT.

My suggestion is you have to use HTML5 version only. Flash version seems not able to achieve the 508-compliance, since it's not HTML.
