I have some great news to share. We just released another update for Storyline 360. In Update 73, we’ve included important fixes and new features!
One new feature we’ve included:
Boost video accessibility by including closed captions when publishing projects as MP4 video files.
To take advantage of this update, launch the Articulate 360 desktop app on your computer, and click the Update button next to Storyline 360. You'll find our step-by-step instructions here.

Splitting the initial CC block into two and adding "..." (blanks weren't possible) as the content of the first caption block fixed the problem. The "..." caption doesn't appear, but all those following it do. It worked in Preview. I haven't published to Review 360 yet, but I suspect it'll work there, too.
I submitted this issue as a support ticket. It's still being reviewed, but the person I worked with via chat found another workaround, which is to remove slide transitions on the affected slides. This does work and it is quicker to apply than my fix. Also, in my particular project, there was no downside to removing the slide transitions. The elements themselves have their own transitions (just fades), so you don't notice the lack of fade on the slide itself.
