Since the video is external, it might be something folks in the community could share Javascript code to accomplish.
In the meantime, you could set the next button to a normal state based on when a timeline item starts. It won't guarantee that they've watched the entire video since it doesn't start automatically, but it's a method to investigate!
Now that you can't turn off related videos that show at the end, it is also a priority for people to have the user move on automatically when the video ends.

Since the video is hosted externally on YouTube, there isn't a way to track when the video has finished from inside Storyline.
Can you share a bit more about what you'd like to set up and that way folks in the community can offer ideas?
Easy - The client wanted the Next button disabled until the user viewed the YouTube video.
