If the user click on submit button without selecting any answer then close, the you should select an answer box and select any answer then click submit again the narrator voice is not working

Since this issue is limited to the HTML5 output, one workaround for now would be to publish for Flash.
Another option would be to disable the submit button until an answer is selected so that the user doesn't encounter that popup.

Good news! We fixed the issue you reported where:
Audio does not resume after clicking OK on a feedback layer when you hit submit before selecting an answer
Be sure to install the latest Storyline 360 update to take advantage of all the recent features and fixes.
