How Do I Make Multiple Correct Hotspots in a Test Mode Simulation?

In Storyline 1 I did a screen recording for a simulation in Test Mode where there are 2 Submit buttons on screen. I want to allow the users going through the simulation to be able to click on either button and advance the recording as usual. I am finding that I can only make 1 correct hotspot. Searching the community, I found this post here where you can trick it by removing the freeform then converting it back but the problem I found here was that when I would do this, the recording wouldn't play out to my set end frame when the hotspots would be clicked.
This screenshot shows the 2 Submit buttons that I would like to make both correct hotspots (the top one is the one that is working correctly now):

Hi Lee:
Not sure why you are treatting the submit buttons with hotspots. Have you considered adding triggers to them instead.
Hi Lee,
In addition to Tracy's thoughts regarding triggers - what happens once you click on the hotspots? The slide just stops or is it set to advance to the next slide? I think we'd likely need to take a look at what you've got set up in terms of triggers to offer advice on how to proceed.
