Making SL Dynamic

Hi,

We would like to build a SL file that would be dynamic where the department that is using this file can add information to it and the information would populate on the appropriate page with an appropriate button to access it. 

For example: We are creating an FAQ interactive for one of our departments. Questions and answers change over time. Without having my team update the interactive and republish every single time a new question or answer comes along, can the department using it somehow enter the new Q's or A's and Storyline will respond and build a spot for it automatically?
