So, when the comparison matrix has no support listed for Section 508 compliance with HTML5 output, how am I to interpret that? Flash is listed for it though and, historically, Flash has always been more of the bottleneck for 508 compliance due to it being a plugin, as opposed to HTML output where you could leverage aural browsers, etc.?

It refers to the fact that our HTML5 output is not considered 508 compliant as detailed here for our Flash output.
