I'm working with SL 360 and when I publish, the background audio music is too loud. It's as if I've checked Optimize Audio when I haven't. But if I just preview the slide from the working copy, it's fine.
Happy to help you investigate the loud audio in the published output, and smart move to uncheck the Optimize Audio Volume box! A few more questions:
What Storyline 360 update are you using? You can find this detail by clicking on the Help tab, then About Storyline.
Did you publish the course for Web, LMS, Review 360, or something else?
Would you be willing to share a sample .story file with me for testing? You can share it privately by uploading it here. I'll delete it after taking a thorough look!
I tried publishing both on Review 360 and Tempshare. I've installed and reinstalled and updated my SL 360. I will upload the .story so you can look at it. If you listen to the actual audio clip, it plays in a low volume. When it's played in the slide, it's as loud as the narration.

Yes the solution is to UNCHECK the Optimize Audio Volume Box.
