Storyline 2: Trigger, When User Presses a Key

I can't seem to get this trigger functionality to work properly. If, for example, I have a trigger set up to show Layer 1--when user is on the Base Layer--by hitting the right arrow, I am able to display Layer 1. It also works if I am on layer 1 and use the right arrow (on my keyboard) to navigate to layer 2. But once I am on layer 2 and attempt to navigate to layer 3 using the right arrow, Storyline takes me back to layer 1.
If I repedately push down the right arrow, Storyline actually flies through all layers, displaying all content in consecutive order.
Has anyone else run into this issue?

Thank you Wendy, but that doesn't quite tell me how to fix the issue. The Trigger I have set up is pretty straightforward. I want to show Layer 2 by hitting the right arrow when on layer 1. I have the exact same triggers set up on multiple layers. The trigger only works correctly on the first two layers, but not the latter two. It DOES work correctly if I hold down the right key or click it non stop. The storyline then jumps to layer 1 > 2 > 3 >4.
