You can make the settings in the player menu, other, under the Resume, make it Always Resume on restart. This will make the course re open in its saved state, so users can go through the slides they already viewed.
Have you tested your file in the SCORM Cloud to see if the behavior is the same?
I made a quick 4 slide test file with Restricted navigation, and prompted to Always resume, and when going back into the course the second time, i am able to freely navigate the slides that were previously viewed.
Do you have a file you could share here for us to look at?
I did test your file and it was not resuming where it left off. I imported the file into a new Storyline file and it is working as expected now in the SCORM Cloud.
I honestly am not sure the exact issue. The test file I set up was using the same player set up and reporting/tracking set up and it worked fine. Sometimes importing into a new file can help resolve issues within files.

As far as a setting in Moodle, hopefully other members with experience with Moodle can jump in with some information.

I just found out what was different. I published it in scorm 2004 and you did publish it in scorm 1.2.
