If you're having playback issues once your course is uploaded to the LMS it is one of the mime-type issues explained in the article above.
If you're having issues before uploading your course then it is probably a local playback issue, in which case you should try loading your course to your LMS and see if it works there (it should...).
Hi, Larry -- Thanks for reaching out, and sorry to hear of your troubles! In addition to Brian's advice, may I also ask if you have had a chance to upload your course to the SCORM Cloud to see if you find the same behavior there? Typically, if a component of your course works in the SCORM Cloud (which is the industry standard for LMS testing), but not on your LMS, it tends to indicate that there is not so much an issue with the course itself, but with how it is behaving on your LMS.

Hello Larry, welcome to Heroes.
Does the video play after you get your course loaded to your LMS? Or is it in your LMS that you're seeing the playback issues?
Meant to include this in my last response, but the answer to your problem may be here - https://www.articulate.com/support/storyline-2/videos-do-not-play-in-published-content
