When is a slide considered "viewed" for tracking?

I have tracking set to "Track using number of slides viewed." For a slide to get counted as viewed does the user need to view all layers within the slide? If there is a video, do they need to watch the whole thing? Or do they simply need to enter the slide, even for a moment before moving on (i.e. the timeline needs to begin but not end).

This reminds me that I need to make a feature request for a Send Completion Asset.  

I'm not a fan of tracking by number of slides visited.  I can see it working for some courses but not for those where 1) quizzes are not part of the completion equation AND 2) other "objectives" need to be achieved instead, e.g. completing X, Y and Z scenarios successfully.  The latter could necessitate visiting (successful scenario completion) slides 11, 26 and 43, which in turn could trigger a Send Completion.  That way, it's not necessary for the learner to faff around with (all) the remaining content, they can simply focus on the important stuff and get their completion.
