Advice on selecting the right LMS

Hi there, I was wondering if there are any LMS platforms that are beyond staff or compliance training that would offer larger user capacity. 

Our project is about capacity building within the community; therefore, it is hard to know how many people will access our training content. Even though we don’t need to take a lot of user data, we still would like to know how many people have accessed the modules and whether they have finished them. I have found that many LMS platforms are mainly designed for staff training, I was hoping if you could guide me towards some platforms that could offer beyond that and allow us to utilize it within the community.
