At the end of the rise, there is a question asking if they agree to the terms. If they do not agree, the rise should block here until they have indicated the correct answer.
Knowledge Checks are intended for learner self-evaluation and are therefore not graded.
For this reason Knowledge Checks do not require a correct answer, and there are no settings that will force the learner to select the correct answer before being able to proceed.
You could add a checkbox list block with this message: "I acknowledge that I agree to the terms." Then, add a continue button below the checkbox, with the complete block directly above setting. This button will restrict the learner from moving forward until they check the box.

You can also enable restricted navigation to ensure the learner views all lessons.
