Yes. All courses need to be reviewed by an admin before they're made live in Reach 360: https://community.articulate.com/series/reach-360-user-guide/articles/reach-360-understanding-user-permissions On the plus side, that admin review process is very fast. In a lot of cases, it's just a quick check to confirm the course has all the right completion settings and is assigned to the right learners (if needed): https://community.articulate.com/series/reach-360-user-guide/articles/reach-360-publish-training Also, you can have separate Reach 360 and Articulate 360 admins.
