Level 3 is my favorite. I love to build courses with simulations of the content that the user will actually see in their real-life job. This may be easier for me, since I am mostly designing training for computer software. I have learned a lot about using hotspots, variables and layers and animations to give the user the illusion of a functioning software.
Anytime the student is given the opportunity to "kick the tires" in the software before being tested, they learn a whole lot more than if they only saw a tutorial video followed by a multiple choice exam.
