Have used similar method a lot for gathering data and for user input to organisation of knowledge bases and web or intranet sites (we called it affinity diagramming). But never thought to use it to tease out the complexities of a business system. And yes, best done in silence until you have a result that everyone is happy with, seems to allow for more equal input from all participants, rather than a few more extroverted people dominating.
