One thing that I'm a huge proponent of is the concept of 'zero fail' testing. Basically you set the attempts to unlimited, and give feedback on each answer. This way the learner understands immediately why their choice was incorrect and it allows for more specific feedback on the topic.
this works really well when the point of the learning is to transfer knowledge, vs prove compliance.
