Love the cartoon effect Tracy, don't suppose you can outline which effect numbers you used?
I think some of the filters are 'paid for' now? Great job T

I used the Digital Art effect, number #FX012. You can adjust the level of detail, the color range, and hue.

Couldn't quite get the excellent effect of your example.
Shows how much the actual image composition/color impacts the outcome.
I have used:
Effects> Cartoonizer> IC013 (slider 3/4) + Filters >Other 002 (slider 1/4)
Effects> Cartoonizer> IC227 (slider 1/4) + Filters >Other 002 (slider 1/4)
to get close -
